The Road Master Plan (RMP) for Bangladesh was developed by the Roads and Highways Department (RHD) about a decade ago using a highway traffic assignment model called SATURN. After ten years, the RMP needed expansion to include rural roads, railways, waterways, maritime shipping, and civil aviation. The Government of Bangladesh requested the Asian Development Bank (ADB) for assistance to update the RMP, initially approved in 2009 as a 2007-2027 master plan. The update aimed to enhance the planning capacity of RHD and the Local Government Engineering Department (LGED) and develop a National Transportation Master Plan (NTMP).
PADECO, as the lead firm of the consortium, carried out tasks including reviewing existing planning activities, updating the road network inventory, and developing an updated RMP with sustainable and resilient technologies. The updated RMP also involved economic assessments, consultations with stakeholders, and proposals for infrastructure financing. Additionally, short- and mid-term programming protocols were developed, along with IT solutions to harmonize RHD and LGED databases. A comprehensive methodology for the NTMP was prepared, focusing on stakeholder identification, travel demand forecasting, and data collection. The plan also included developing a Center of Excellence by combining RHD's training center and BRRL's modeling laboratory.
