PADECO was founded in 1983 with a commitment to creating a world-class development consulting firm in Japan. The firm is now well-known among international development partners such as the World Bank and the Asian Development Bank. Core Values of PADECO date back to the foundation of the firm and were articulated in 2018. These unchanging, fundamental values of the firm bring people together and foster growth. With the everchanging business environment, the firm now pursues the PADECO Vision 2030 with these core values in mind, having joined forces with Pacific Consultants in 2023, a like-minded company, to explore new global markets.

Our Approach

PADECO Vision 2030

PADECO Vision 2030 is a general framework pointing the way to the PADECO of 2030, to be achieved by working together with Pacific Consultants, and by putting the firm’s core values into practice. A medium-term management plan and fiscal year business plans will be formulated based on this general framework and concrete measures implemented accordingly. PADECO addresses global development issues and actively seeks to contribute to the happiness of all citizens of the world. The firm has set out the following vision to achieve this objective over the coming years and attract the next generation of leaders and specialists. Including the following sections, this presentation details the PADECO Vision 2030.

Economy and Society in 2030

Since the pace of economic and social change is expected to accelerate over the coming years, it will be important for PADECO to be more flexible and proactive in its approach. The following perspectives provide background for PADECO Vision 2030.

Directions Toward a Desired Future

(1) We respect basic human rights of every employee and prepare for a fair and harmonious workplace. Employees are entitled to be treated without discrimination of any kind and equal opportunity for employment is to be provided. We don't permit any discrimination on the basis of gender, age, nationality, race national origin, principles, religious belief, social status or handicap either within or outside our country.
(2) Different values of each person is to be recognized. We respect privacy of every individual to prepare for fair and harmonious workplace. (We don't permit mutual defamation, exaggerated behavior or actions disregarding of personal dignity of individual such as sexual harassment or violence of any kind)
(3) We strive to secure safe and comfortable work environment in consideration of the health of employees.
(4) We are opposed to forced or child labor. With regard to employment, we always comply with laws of countries or communities wherever we operate.

 

  • Strengthening the firm’s overseas offices to increase overseas sales, ensure price competitiveness, and implement projects in response to local conditions.
  • Expanding business scale by enhancing international competitiveness in government-led projects especially in India and Bangladesh.
  • Enhancing competitiveness in various sectors in various parts of the world, through technical cooperation projects of JICA and other international development partners.

Business Development in 2030

We make every effort to perform appropriate end-of-period accounting procedures in line with accounting standards, report reliable financial information, and provide fair and accurate information of our business activities to our shareholders, clients, administrative bodies, and other concerned parties worldwide. We humbly consent to social evaluations and requests related to the business activities of the company with aims of making management more transparent.

Business Areas

(1) With regard to procurement of service and products, we select our subcontractors on the basis of fair standard.
(2) We never accept benefits by receiving improper payments or gifts from an organization dealing in a business transaction with PADECO which exceed common commercial practice.
(3) We seriously execute the terms of a contract with subcontractors in accordance with text of the contract. If in doubt about the contract, we discuss conscientiously to find out solution which allows mutual agreement.
(4) With regard to the matter of supply, fair and impartial comparison in terms of various conditions should be made among several subcontractor in order to decide the best subcontractor. Any privilege to a specific provider is not to be given. As to organizations newly expecting to start dealing with us, conditions of business transaction should be specified. In case of declining business transaction, the reason is to be precisely explained.

Strengthening the Foundation to Materialize PADECO Vision 2030

(1) Information obtained as a matter of duty and personal information of customers, company officers and employees, and any other persons concerned should be thoroughly controlled in order to avoid their illegal use or disclosure.
(2) Sufficient care should be exercised to deal with information such as data received by implementation of project, all kinds of reports, statements of accounts, design specifications, programs, products or by-products. The information is to be kept, used or disposed of with the approval of customers.
(3) We must not disclose publicly-unknown Company information to others. Confidential information of the entire Company should be dealt cautiously, exercising sufficient care to safekeeping or copying. All of the Company’s confidential information obtained during our team in office is obliged to be protected after our resignation as well.
(4) Intellectual property of other company including patent, copyright and trademark should no be infringed. In addition, we don’t illegally make copy of software and intellectual property of other company including asset, right or information is not to be illegally acquired. License contract of software or the Copyright Act should no be violated (e.g. copy without permission)
