The National Dairy Development Board (NDDB) with support from the World Bank has been promoting the dairy Cooperative model and expanding dairy production throughout the country. Consequently, milk production has increased, and raw milk and processed milk value chains have been established through the Cooperative system; however, since raw milk is easily perishable, rural areas that do not have refrigerated equipment are hindered from selling to consumer areas away from cities. Under these circumstances, a project to enhance the value chain to produce, process and sell milk and milk-related products at a satisfactory hygienic level in disadvantaged areas was planned and the preparatory study was conducted.
