Tuticorin Port is one of 13 major ports under the Ministry of Shipping of India. The port needs to be expanded to meet rapidly increasing cargo demand. Therefore, the port trust has been studying development of port’s outer harbour. In December 2015, the Government of India requested technical cooperation from the Government of Japan for the proposed outer harbour development project in a joint statement by the prime ministers of the respective countries. A preparatory survey was then conducted to study the project’s feasibility for Japanese official development assistance. Expansion of the port expansion was planned through development of an outer harbour outside the existing port. The Government of India requested an official development assistance loan for construction of the breakwaters and dredging of the approach channel and port basin. The preparatory survey, undertaken by PADECO, identified the objectives of the project and scope of works, estimated the project cost, planned project implementation and procurement of works and services, proposed the organizational structure for management and operation to meet the needs of expansion of the port, and conducted natural and social environmental studies. In addition to port planning, port facilities design, and assessment of environmental, social, and natural conditions, PADECO administered the preparatory survey as the lead firm of the joint venture.
