Sendai Airport, the largest international airport in the Tohoku region owned and operated by the Japanese government, served over 3.2 million passengers per year in 2014. However, due to the effect of the Great East Earthquake of 2011, the demand of the foreign passengers was still below the pre-disaster figures and efficient use of airport facilities was a challenge. In such circumstances, the Japanese government decided to tender out the Airport’s operating rights through a 30 year concession with an extension option up to 30 years. This project became the first airport privatization project (PPP) in Japan. PADECO, as a sub-contractor to an UK consulting firm, provided buy-side advisory services to a private consortium and contributed to the winning of the tender. Major services included the following: ・Data gathering for the traffic demand forecast, analysis of aeronautical revenue scheme ・Proposal of commercial facilities and terminal building layout according to passenger demand and flow ・Proposal of methods of increasing efficiency of operationand maintenance of the runways and aprons ・Calculation of profit margin for the investment etc.
