Jakarta is facing a serious traffic problem due to increasing population and vehicle ownership. A mass rapid transit (MRT) system development plan was approved in the 1990s and has guided public transport development since then. While bus rapid transit (the Trans Jakarta Busway), and a monorail are being developed, it is expected that increasing traffic demand requires development of an MRT system. The objective of this Management Consulting Services was to assist the Government of Indonesia and the provincial government of Jakarta (DKI Jakarta) in overseeing PT MRT Jakarta with railway management, operation, and maintenance for a sustainable transport system. The scope of works included: (1) review and analysis of relevant previous and ongoing relevant studies and data; (2) institutional development of relevant government agencies; (3) efficient operational planning of the MRT system; (4) financial planning; (5) organization and human resources development and formulation of related strategies; (6) design and development of an effective business cycle (PDCA: Plan-Do-Check-Act); (7) establishment of legal bases to support the project and assess new laws and regulations when necessary (8) technical transfer through training programs.
