Preparing CAREC Transport and Trade Facilitation Project: Border Crossing Point Improvement and Single Window Development

The Central Asia Regional Economic Cooperation (CAREC) transport and trade facilitation program promotes the streamlining of trade-related border control operations to increase cross-border trade in its now 11 member countries (i.e., the 10 countries subject of this TA plus Georgia, which joined CAREC in September 2016). One of the priorities has been to address physical infrastructure needs at border crossing points (BCPs) and prepare a network national single window (NSW) system to support economic competitiveness. The BCPs had been identified as a major bottleneck in this process due to their poor physical infrastructure, especially regarding communication technologies and supporting trade logistics facilities. To address these issues, this TA: (i) conducted investment studies on infrastructure upgrades for modernization of BCPs; (ii) carried out due diligence on selected investment projects, including assessment of environmental and social impacts;, and (iii) assessed the feasibility and readiness of NSW systems in the countries. This work fed into the preparation of subsequent financing programs by ADB for the countries.
