The port of Burgas and its new bulk terminal 2A was developed with Japanese official development assistance and the loan agreement for a container terminal development project was signed between Bulgaria and Japan in 2008. However, the cargo volume of the port has declined drastically due to the bankruptcy of its main client. The objectives of the study were to: (i) sustain the effects of Japanese assistance by proposing a new utilization and investment plan for Terminal 2A based on market analysis for bulk and container cargo in the Black Sea region as well as the results of a technical study on the existing wharf; and (ii) review and propose a development plan for major port facilities including the new container terminal. PADECO was responsible for all study tasks.
