The aim of this TA was to provide urban transport toolkits to medium-sized cities in India to improve their transport planning approach and to assist in the process of their application of central funds. Further, to provide a guideline for MoUD to appraise the cities’ applications for financial assistance. PADECO initially (i) reviewed Indian urban transport policy; (ii) identified key characteristics of medium-sized Indian cities; (iii) examined the existing framework for infrastructure funding/relevant ongoing studies; (iv) reviewed globally available physical and non-physical transport measures and their applicability to Indian cities; (v) assessed the impact of transport measures already implemented in Indian cities; (vi) identified the critical factors for selection of appropriate measures and using these to prepare guidelines and a toolkit to appraise measures; (vii) prepared alternative transport development strategies; and (viii) developed detailed guidelines and toolkits for bus service improvements, master planning, bus rapid transit, parking, and non motorized transport. These were disseminated to Indian cities in both hard and electronic formats, and training materials also provided. The toolkit is publicized on the ADB web site. And the result of this study is highly evaluated by ADB.
