The main objectives of this study were to design basic strategies of tourism development to realize sustainable tourism development with consideration for ecology and the social environment in Qinghai province. In particular attention was paid to a) consideration for fragile natural resources, b) strengthening of policies to promote the tourism industry, and c) development of human resources. Technology transfer and capacity development for counterparts, and development of human resources for people affected by tourism were also carefully considered.
