Preparatory Survey on Ship Recycling Yards Improvement Project

India is the leading ship recycling country in the world and most of its ship recycling yards are located at Alang/Sosiya in the State of Gujarat, under the control of the Gujarat Maritime Board. The Ministry of Shipping of India is seeking to increase and improve its ship recycling facilities conforming to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, ensuring environmental protection as well as worker safety, to attract more vessels. Also for this purpose India enacted the Ship Breaking Code in 2013. Against this background, the Government of India requested the Government of Japan for financial assistance for improvement of ship recycling facilities. This data collection survey was conducted in order to collect and analyze the information required for proceeding with an official development assistance loan for this purpose. Previously PADECO carried out the JICA-funded Data Collection Survey on Ship Recycling in India, which proposed assistance by Japan. Based on the experience and achievements of the previous survey, PADECO assessed detailed costs, implementing organization, implementation schedule and methods, operation and maintenance structure, and environmental and social impacts of the project, based on the official request from the Government of India. The major services provided by PADECO were the following: ・Preliminary design of improvement of ship recycling facilities; ・Improvement planning for the yard and hazardous storage disposal facility, and a training program; ・Cost estimation; and ・Environmental and social impact analysis.
