In Mexico, environmental pollution such as air pollution by vehicles’ exhaust fumes and hazardous waste from factories has become a significant problem due to industrial and economic development, as well as population concentration in Mexico City, D.F. Under these circumstances, the Mexican government sought to establish a center to conduct research, analysis, and training relevant to environmental protection, and requested of the Japanese government a project-type technical cooperation. Based on the request, the Japan International Cooperation Agency (JICA) dispatched long-term/short-term experts as well as machinery and equipment to train Mexican counterparts. The cooperation was divided into two phases. Toward the end of the cooperation period, final evaluation was implemented to confirm the achievement.
