Metro Manila's population grew significantly from 1990 to 2015, reaching 12.87 million and becoming a major economic hub, contributing 36% of the country's GDP. The northern regions of Metro Manila are experiencing increased traffic due to rapid population growth, while mass transit development has lagged, causing severe congestion. To address this, the North-South Commuter Railway (NSCR) project aims to extend the railway from Metro Manila to Calamba in the south and Clark International Airport in the north, improving transport connectivity and capacity. The NSCR, a 147-kilometer urban rail system, will connect key areas and is funded by Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB). ADB is financing civil works, while railway system, track works, rolling stock procurement, and consulting services are financed by JICA.
Scope of the consulting services includes review and finalization of detailed design, procurement assistance, construction supervision, support for environmental and social considerations, and support for operation and maintenance. PADECO is involved in various engineering services, supporting project implementation, maintaining site records, ensuring compliance with contract provisions, reviewing contractors' work plans, ensuring quality and safety standards, and preparing progress and completion reports.
