Civil wars in the Republic of Liberia from 1989 to 2003 and in the Republic of Sierra Leone from 1991 to 2002, combined with the Ebola virus disease epidemic in 2014, have severely exhausted the economies and societies of both countries. Stable economic growth in both countries requires support for youth employment, strengthening of literacy rates, and enhancement of technologies that lead to employment. Therefore, the survey investigated the status and challenges of the basic education sector in Liberia and the Technical and Vocational Education and Training (TVET) sector in Sierra Leone, their implementation systems, finances, and trends in support from other donors, and examined the potential for cooperation in both countries, as well as issues and approaches that could be expected in implementation. Specifically, PADECO 1) collected and analyzed policy, budget, and statistical information on the basic education sector; 2) interviewed relevant ministries and agencies, schools and school governing boards, and development donors (USAID, World Bank, GPE); and 3) analyzed survey results and made recommendations on potential cooperation, issues, and approaches for JICA.
