The Philippines is considered to have underdeveloped downstream industries compared to other ASEAN countries due to past policy failures, investment biases, and constraints on funding access for small and medium-sized enterprises. Additionally, Japanese companies have pointed out that the quality of vocational training and education does not meet industry needs, and improvements are being called for. Against this background, an action plan has been developed and proposed to enhance the international competitiveness of the Philippines and aim for sustainable economic growth led by the manufacturing sector. This plan involves building and disseminating models for human resource development and strengthening the supply value chain through collaboration with foreign companies in the automotive industry and its related fields.
