Description: This ADB technical assistance (TA) provided institutional capacity development and strengthening for the governmental organizations under the Ministry of Public Infrastructure Transport (MoPIT), the Department of Roads (DoR), the Road Board of Nepal (RBN), and the Department of Transport Management (DOTC). This project’s purpose was to improve road maintenance practices based on a modern, corporate RAMS approach. To support this RAMS, manuals, procedures and guidelines were prepared for the DOR’s Project Directorate (ADB), the Project Director and its Project Implementation Units (PIUs). The aim was for the DoR to use and apply these deliverables to improve the Strategic Road Network (SRN) over time, thus demonstrating to the road users and the nation that an effective road maintenance program is essential to preserve and sustain the nation’s roads, at least in economic cost, and that good maintenance practices will improve levels of service to all road users.
PADECO provided the following services: Institutional development and capacity building of DOR centered on a Modern Corporate Road Asset Management Model. This corporate RAMS provided a Toolkit which responded to the TA’s focus on (i) maintenance, (ii) overload controlling and (iii) long-term road sector institutional reform and changes to the business process. Business procedures covered (i) procurement and contracting processes, (ii) planning processes including road asset management, (iii) quality assurance systems, (iv) engineering and technologies (maintenance methods for roads and bridges), and (v) human resources management.
