To mitigate and adapt to the threats caused by natural disasters, Vietnam needs to improve its disaster monitoring and forest management using earth observation data, which is currently procured from foreign satellites with high costs. To address this, the Vietnamese government decided to develop its own earth observation satellite system. The project aims to improve disaster and climate change planning, mitigation, and response in Vietnam by providing satellite technology, facilities, and capacity development. 

PADECO, as the lead firm of the Joint Venture, takes overall responsibility for providing contract management, technical assistance and construction supervision for all four packages in the project: 

• Package P1: Satellite I, Launch service of satellite I, Equipment I, Capacity development; 
• Package P2: Equipment II (equipment installed in R&D Center A, Manufacturing building and Satellite AIT Center); 
• Package P3: Facility (ODA loan portion); 
• Package P4: Capacity development (satellite basic course)
