Construction Supervision Consultant for the Maritime Safety Capability Improvement Project for the Philippine Coast Guard

The Philippines, an archipelagic nation with over 7,000 islands, relies heavily on marine transport for socio-economic growth. The government faces challenges in maritime control, including smuggling, illegal fishing, and terrorism. The Philippine Coast Guard (PCG), under the Department of Transportation (DOTr), manages marine safety, rescue operations, and law enforcement, but struggles with insufficient vessels for its vast responsibilities. To address this, the Maritime Safety Capability Improvement Project was launched, funded by a loan from Japan, aiming to provide Multi-Role Responsive Vessels (MRRVs) to enhance PCG’s response capabilities.
PADECO's work involved supervising the construction and delivery of 10 Multi-Role Responsive Vessels (MRRVs), focusing on electrical engineering tasks such as wiring, power systems, and communication devices. PADECO reviewed electrical designs, ensured quality and safety during shipbuilding, and provided technical coordination for design and vessel interface. PADECO also offered procurement assistance, aiding in bid evaluations, drafting contracts, and ensuring contracts meet the requirements of the DOTr, PCG, and JICA. PADECO liaised between the Project Management Office (PMO), DOTr, PCG, and local subcontractors to provide administrative support, review documents, recommend corrective actions, and ensure smooth project progress
