The Maldives Maritime Transport Master Plan (MTMP) aims to establish a regulatory framework, integrate the MTMP into the national development strategy, and strengthen maritime sector capacity. The MTMP’s significance lies in the Maldives' strategic location on a major Asia-Europe maritime route, contributing to national economic growth and financial sustainability. PADECO, collaborating with the Ministry of Transport and Communications (MOTC), is developing a 20-year vision and strategy for maritime transport. The project involves creating a comprehensive list of maritime transport proposals and an appraisal framework to prioritize projects. Key activities include maritime transport planning, regulatory reviews, GIS integration, stakeholder consultations, environmental and social safeguards, financial review and PPP opportunities, and sub project investment planning.
PADECO’s services include i) setting out the existing maritime issues, supply and demand; ii) forecast of cargo demand and growth; iii) development of a long list of options; iv) evaluation and high level assessment of sub projects to identify priorities; v) developing a master plan document; and vi) completing a capacity building and institutional review. Special emphasis was placed on GIS for proposal presentation, stakeholder engagement, and government staff training. Stakeholder engagement was supported by a detailed Stakeholder Engagement Plan (SEP) for workshops and feedback. The project also ensured compliance with ADB environmental and social safeguard requirements for all sub-projects.
