It is widely recognized that buildings contain significant energy saving potential and carbon abatement opportunities. However, opportunities are hampered by several barriers including low awareness, lack of local capacity, fragmentation of the sector, and the lack of a regulatory environment. EBRD engaged PADECO for services related to enhancing sustainable energy in the built environment including public, residential, and commercial buildings. The services included energy performance assessments, cost-benefit analyses of recommended improvements, the issuance of energy certificates, and the development of corporate energy efficiency and environmental corporate policies. The assignments assisted EBRD in identifying and preparing viable investments in the built environment while transferring knowledge in best available techniques for energy efficiency in building services.
