Description: South Asia is one of the fastest-growing regions in the world, however the energy sector has not been able to keep pace with the region’s macroeconomic growth. The Energy Policy of the Asian Development Bank (ADB) aims to direct its operations toward actions that will help energy security within the region. With this background, the objective of this Technical Assistance was to formulate a Demand Side Energy Efficiency and Conservation (DSEEC) investment pipeline for five developing member countries including Bangladesh, Bhutan, Maldives, Nepal, and Sri Lanka for the next five years, and to propose business models for implementation of the recommended measures.

PADECO’s process toward a five-year investment pipeline for each country required collection of the country’s energy data, the current demand side energy efficiency market, and subsequent analysis of its potential by taking into account current national policies. The results of previous energy audit reports and their recommendations were also reviewed. PADECO recommended various energy efficiency technologies and estimated their primary energy reduction and energy cost savings. PADECO also undertook capacity development activities including developing and executing regional knowledge sharing events in Tokyo and Bangkok for participants from South and Southeast Asian governments, ADB, and Korea Energy Agency.
