The outbreak of COVID-19 has increased the need for distance education such as hybrid education combining commuting and home study. In line with this, it is expected that the textbooks and teaching materials will be increasingly digitized in developing countries from the perspective of correcting the regional disparities through the use of digital technology. In response to these developments, JICA has considered utilizing grant aid to promote remote education and establish the necessary environment for the use of digital educational materials. To this end, a survey was conducted to gather information and verify the situation. The study covered 12 countries and regions, including Laos, Cambodia, and Papua New Guinea, where the current state, challenges, and policies related to remote education in each country were examined, along with the response of development partners. Additionally, through interviews with relevant organizations, the implementation status of remote education policies, mid- to long-term plans, and support needs were identified, and the structure and budgetary conditions of implementing agencies were investigated.
