The Philippine Coast Guard (PCG), responsible for safety at sea, has faced challenges with insufficient vessels for maritime services, especially in search and rescue operations and coastal patrols. To address this, the Maritime Safety Capability Improvement Project was initiated with the construction of ten 44m Multi Role Response Vessels (MRRVs), completed in December 2019. Following this, Phase 2 of the project was requested, involving the construction of two 94m MRRVs. The project aims to ensure that the two MRRVs are constructed and delivered according to specifications for immediate deployment. Scope of the consulting services includes procurement/tender assistance, supervision during construction and delivery of vessels, crew training, and maintenance training.
PADECO was responsible for procurement/tender assistance, including assistance in drafting Terms of Reference, evaluating shipbuilding firms, managing bid processes, and supporting contract negotiations. PADECO was also involved in supervision during construction and delivery of vessels to review designs, monitor quality of construction, and ensure compliance with contract specifications. Additionally, PADECO assisted with administrative tasks like report preparation and final payment certification.
In preparation of this project, Japan International Cooperation Agency (JICA) commissioned the "Detailed Design Survey on Maritime Safety Capability Improvement Project for the Philippine Coast Guard (Phase 2)" in 2016-2017 to review technical specifications of vessels, vessel maneuvering training, project implementation schedule, and prepare cost estimation. PADECO was a member of the consulting team undertaking this project.
