Financial services in Africa, particularly bank lending, tend to concentrate their efforts towards enterprises operating at relatively large scales. Simultaneously, financial services to micro and cottage-enterprises owned by the poor are increasingly being supplied by microfinancing institutions; however, it is also the case that SMEs positioned in-between these two categories are often subordinate in their access to finance. This survey was conducted to study the investment environment in African countries, which include policies related to SME and incubation promotion, level of access to finance and other donor assistance to identify possibilities for JICA’s support to SMEs and incubators in Africa.
