The Government of the Republic of the Union of Myanmar requested an Asian Development Bank (ADB) capacity development technical assistance (TA) to enhance its road safety and road asset management capacity. The main objectives of the TA are to: (i) develop the capacity of the Department of Highways (DOH) and the Road Transport Administration Department (RTAD) to launch new programs relating to road safety; (ii) develop the capacity of DOH to better carry out and manage the periodic maintenance and rehabilitation of highway pavements; (iii) facilitate possible ADB financing for projects related to road safety and road maintenance/rehabilitation through preparation of an investment program; and (iv) assist in the procurement process for the civil works of the selected road safety and maintenance/rehabilitation sub projects. At the inception stage it was agreed that the TA will include 500 km of subprojects. The main activities are road safety engineering, road safety management and auditing, highway (traffic) engineering, (highway, engineering, design, safeguards) surveys, road maintenance contracting, road asset management, pavement maintenance engineering, procurement and costing, training programs and operational manuals, institutional and capacity development, social and environmental development, economic analysis, data management and information technology , road asset management systems , and geographic information systems.
