The JICA Technical Corporation Project (TCP) for Capacity Development of City Corporations was designed to strengthen the institutions of City Corporations (CCs) through both enhanced roles of the Urban Wing of Local Government Divisions (LGDs) and improved systems and practices at the CC level. The project supplements and reinforces the Inclusive City Governance Improvement Action Program (ICGIAP), which is being implemented in five CCs (Narayanganj, Comilla, Rangpur, Gazipur, and Chittagong) under the City Governance Project (CGP) of the Local Government Engineering Department (LGED) with funding from JICA loans. Through the TCP, the LGD Urban Wing is expected to clarify rules and regulations and set out systems in the form of guidelines and manuals for standardizing and strengthening administrative and fiscal/financial management systems focusing the four recently established CCs (Narayanganj, Comilla, Rangpur, and Gazipur), taking account of applicability to other CCs.
