The capital of Mozambique, Maputo, has a population of 1.2 million and is the political and industrial center of the country. In recent years, residential and industrial development has spread to Maputo’s neighboring cities and districts creating a Greater Maputo metropolitan area. Urban and economic development has led to increased movement of passengers and goods, worsening traffic conditions. In view of these circumstances, the Government of Mozambique requested the Government of Japan to assist the formulation of a Project for the Comprehensive Urban Transport Master Plan for Greater Maputo. The study examined the expanding Greater Maputo urban area and formulated a comprehensive transport master plan to address the lack of policy and plans for a public transport network and road improvements, and subsequently conducted a prefeasibility study for priority projects identified in the master plan. The study also proposed the implementation structure and capacity building programs for utilizing the study results and accelerating the realization of the urban transport plan for Greater Maputo.
