Vietnam and Japan place importance on applying science and technology for national development, and accordingly space development is considered to be a strategic technology. In 2011, the Governments of Japan and Vietnam signed a loan agreement for a Project for Disaster and Climate Change Countermeasures Using an Earth Observation Satellite. The objectives of the study were to prepare (i) a detailed design for the Project and (ii) documents for the procurement procedures for the project. PADECO had overall responsibility for management and implementation of all project tasks.
