The project aimed to promote the appropriate treatment of general waste (household and industrial) in the region of Bandung City (the provincial capital of West Java Province), Bogor City, and Depok City, by the construction and operation of two new waste treatment facilities and final disposal sites at Legok Nangka and Nambo.
The project was implemented through a Public-Private Partnership (PPP) financing scheme whereby the private sector was responsible for the construction of a waste treatment facility and the procurement of machinery. A waste receiving and sorting facility, the final disposal site, and an access road were constructed by the Government of Indonesia with an official development assistance (ODA loan). A special purpose company (SPC) was responsible for the operation and maintenance of the waste treatment facility and final disposal site. PADECO was responsible for (i) overall coordination of the project, including coordination among the members of the civil works team, mechanical engineering team, the socio-economic and demand analysis team, the legal and risk advisory teams, the counterpart governments, and JICA; and (ii) tasks related to economic and financial analysis, including analysis of the financial and socio-economic feasibility of both the ODA and SPC portions.
