The Official Development Assistance (ODA) for the Socialist Republic of Viet Nam is playing a very important role in improving the quality of people’s lives, and in economic development in general. However, there remain questions on how to implement ODA projects effectively in order to achieve expected results. In the consultative group meeting in December 2003 in Vietnam, the necessity for a comprehensive capacity building program was made clear to the government of Vietnam and the donor community. In response to the request from the government of Vietnam to Japan for an assistance to improve ODA management, Japan International Cooperation Agency (JICA) dispatched a preliminary study team from January and to 2005 to define assistance activities in detail. The assistance activities were agreed as a project for capacity development of ODA Management in Vietnam. The result of the Project was to contribute to an overall goal, namely the improvement of the quality of ODA in Vietnam.
