The ultimate objective of this study was to formulate an island-wide Bus Transport Development Strategy in Batam to enable sustainable and efficient public transport in the future. Specific Indonesian requests to the Japanese Government were focused on proposals for bus route planning and bus route permits/approval systems. This study was conducted in a manner that complements and is consistent with BPP, a new bus service with substantially higher levels of service than existing public transport services that provides fast, scheduled, and reliable services to deal with the growing traffic congestion on the island. The operating regime and organization for the BPP has yet to be decided upon, and the development of options on how best to operate the BPP was another objective of this study.
